Online Benefits Enrollment System
Palm Beach State provides an online benefits enrollment system through FBMC's Benefits Management Center (BMC). The BMC provides benefit eligible employees the ability to make benefit selections and changes online during open enrollment, new hire onboarding and IRS qualifying events. You can also update your life insurance beneficiary information at any time. The BMC portal is a secure website and gateway to your personal benefits information.
The system is available through the web 24 hours a day, 7 days a week for your convenience. It provides information about your benefit election options, premiums and plan information so that you can make informed decisions.
Accessing the FBMC Benefits Management System:
- Log on to https://bmc.myfbmc.com
- If this is your first visit, you must register and create a username and password.
- Review current benefit options and make any elections or changes.
- Print out your enrollment confirmation containing all of your benefit elections including your life insurance beneficiary designations.

IRS Qualifying Change in Status Event (CIS) - Palm Beach State health plans have a pre-tax status and are therefore governed by IRS regulations. Once you enroll in coverage for medical, dental, vision, or a Flexible Spending Account (FSA), you cannot make changes to these plans outside of an Open Enrollment period unless you experience a Qualifying Change in Status Event (also known as a Change in Status).
Excluding changes to your Flexible Spending Account (please contact our office), all CIS benefit changes (change in status) must be completed on the FBMC Benefits Management Center.
You have 30 days from the date of a qualified change of status event to complete changes to your benefits that are consistent with that event. If you do not make your eligible changes during the 30-day status change period, your changes cannot be made until the next Annual Enrollment in October with an effective date of January of the following year.
Qualifying events include:
- Birth or adoption
- Divorce, legal separation, dissolution of a domestic partnership or annulment
- Death of spouse or dependent
- Dependent child turns 26
- Employee of spouse employment change from part-time to full-time, or full-time to part-time
- Employment termination or commencement for the employee, a spouse, or a dependent
- Gain or Loss of other health coverage (including HealthCare Exchange coverage)
- Medical child-support order
Change of coverage will begin the first of the month after the enrollment change request is received. The only exception: In the event of birth, adoption, or placement for adoption of a child, coverage is effective retroactively to the date of birth, adoption, or placement for adoption.
If you are adding a dependent to your medical coverage, you will also be required to submit dependent proof documents, dependent social security numbers and birth dates during your enrollment. All dependent verification documents must be scanned and uploaded during your enrollment session on the Benefits Management Center.
